Global Collaboration Between Police Practitioners and Researchers
International Police Executive Symposium, IPES, www.ipes.info, was conceived in 1994 in the Palace of Nations in the United Nations Headquarters in Geneva to encourage and cement collaboration between police practitioners and researchers. This Roundtable will focus on strengthening the cooperation between police research and practice and inspiring the police to be defenders of universal human rights norms, which include protection of the vulnerable segments of society and the Rule of Law.

Reimagine Policing: Making Neighborhoods Safe and Strong
The most emphatic voices on the issue of police reform call to either defund or defend the police. Paradoxically, both the defunders and defenders share the same ideological beliefs that maintain and reproduce the status quo in American policing. What we mean by this is that both sides see the source of police violence in bigoted or “bad apple” offenders rather than the institution itself. Panelists describe component parts of a recent NSF-funded project aimed at reimagining the police institution with a new mandate and accompanying structures prioritizing strong, safe community outcomes over law enforcement and crime control outputs.

Solitary Confinement, Trauma and Harm: Voices from Both Sides of the Bars
This workshop brings together research scholars, activists and voices from both sides of the bars—those who have been incarcerated or worked in solitary confinement units— to explore the dehumanizing structures of solitary confinement that traumatize both those incarcerated and those who work in isolation units. We offer recommendations for mitigating the trauma of those impacted directly by solitary confinement and significantly reducing its use.

How Federal Cannabis Legalization and Clean Slate Legislation Can Improve Public Safety and the Economy
After the passage of the Civil Rights Act of 1964, a number of federal laws were enacted to circumvent the increasing protections for minority group members, rendering equality more an illusion than a realized dream. The 13th amendment, the Controlled Substances Act of 1970 and the increasingly harsh drug penalties in the 1980s/1990s, ensnared entire communities of color in our criminal justice system. Smart federal cannabis legalization and automatic record expungement processes, which have bipartisan support and the support of the general population, can provide a pathway to public safety, social cohesion and economic prosperity.

Modernizing Caribbean Criminal Justice Systems: An Analysis

Accessibility Planning for the Rights of People with Disabilities Engaging with the Juvenile/Criminal Legal Systems
Planning for access and necessary accommodation in schools results in enhanced rights for people with disabilities for education. Why do we not have similar plans for people with disabilities who fall afoul of juvenile or criminal legal processes? Accommodation is central for equity. This is recognized in workplaces also. The discussion will explore possible models for access and accommodation in order to enhance equitable outcomes for people with disabilities in the legal system.

Prison Care: Caring for ALL Those Behind Bars and Those Left Behind
This workshop provides an overview of a new model for addressing the health and well-being of all people groups within a prison neighborhood: incarcerated people AND those charged with their, "care, custody and control," additionally offering support to all people impacted by mass incarceration, including families, loved ones, victims, and communities. Guided by the belief that prisons harm everyone connected to them but are generally forgotten or ignored by those outside the razor wire, PrisonCare uses a framework of "Compassion Teams," raising awareness and offering support to ameliorate the trauma of mass incarceration, building communities in which everyone can thrive.

Building Options for Victims: Utilizing Restorative Justice Principles in Sexual Assault Prosecutions Canceled
The traditional criminal justice system is not fully equipped to properly handle sexual assault cases. Victims in the justice system often find the process exacerbates the harm endured. By its adversarial nature, the criminal law system encourages silence by the accused rather than, when appropriate, an acknowledgment of the harm done to a victim. Learning from the military’s recent efforts to better handle sexual assault cases, this panel—drawing upon a range of seasoned military and civilian attorneys—will discuss how restorative justice principles may offer a better way ahead for both the accused and the victim.

Disaster Preparedness, Underserved Communities and Beyond Resilience: Making a Case for Community Development
Little attention is given to the relationship between disaster preparedness, response and recovery and criminal tendencies. Indeed, underserved communities and more vulnerable for challenges in post disaster recovery efforts. As such families are displaced as are many key institutions that impact community wellness and safety. This roundtable will discuss issues such as structural injustice, racial prejudice and policy indifferences as well as their impact on African American communities. A recent attempt to address such issues is the Presidential Executive Order #13985 (Advancing Racial Equity and Support for Underserved Communities Through the Federal Government). State/local initiatives will also be discussed.

We will discuss the effect of language barriers on police investigations involving members of the Latinx community and how Latinx immigrants are under the threat of deportation during interrogations, the decolonization of the criminal justice system and its approach on policing and victimization within ethnoracially diverse communities, the long-term impact of ethnoracial inequality in extreme sentencing, particularly as it effects Black, Latinx, and Indigenous youth and approaches to policy and legislation to reduce sentencing disparities, and arrest rates of high school students by Student Resource Officers in predominantly White versus predominantly Black communities.

The U.S. Supreme Court conducts judicial review on legislative action with the power to strike down laws and statutes that they find to violate the U.S. Constitution. There have been many such decisions that have expanded the power of federal law enforcement versa the general police powers reserved to the individual states in the 10th Amendment to the Constitution. Over the past hundred years this case law has facilitated the encroachment of the federal government into state venues. Intergenerational Consequences of Criminal Justice Involvement on Family and Communities Canceled
Men of color are disproportionately overrepresented in the criminal justice system and are at higher risk for violent victimization in comparison to women and other ethnoracial groups. Their criminal justice involvement has negative intergenerational effects on women, their families, and communities, including unaddressed trauma and mental illness. Our roundtable discussion will examine men of color’s help-seeking behaviors and attitudes following their victimization; the overrepresentation of incarcerated Black men, the role of Black women, and support exchange among their families; and the trauma of incarceration and the negative mental health outcomes of men, women, and children.

Shifting Policy and Practice to Reduce Sociodemographic Disparities in Carceral Populations
That the U.S. incarcerates more of its population than the rest of the industrialized world and that racial/ethnic minorities are overrepresented in inmate populations is common knowledge. Yet, why we continue to do so remains a mystery. Alternatives to incarceration are more cost-effective and efficient and improve outcomes for accused law violators, while preserving justice resources for more serious offenders. This discussion will highlight data-driven strategies to reduce jail populations and ethnic disparities. A new dashboard by the Boulder County, CO District Attorney’s Office will be presented as an example of an initiative to reduce disparities in the judicial process.
